This is Grand Master Woo. I hope this letter finds you and your family healthy and well in this time of great change and turmoil.
As you may already know, Governor Cuomo has cleared the County of Nassau and the area of Long Island for Phase 4 of the re-opening.
Following Governor Cuomo’s Executive Order 202.6, dated March 20, 2020, all non-essential businesses were ordered to close in-office personnel functions. White Tiger Taekwondo has followed the Order and has ceased operations since March of 2020.
I am pleased to inform you, my dear friends and family, that following the Interim Guidance for Sports and Recreation During the COVID-19 Public Health Emergency, we have been allowed to re-open with restrictions. Further details on the logistics will be provided in the follow-up letter for you to read if you are interested.
We are looking to re-open the school for limited group lessons starting July 15, 2020. Please understand that due to social distancing protocols and NY Forward Safety Template, we are restricting the number of students per class to 10. Please make sure to make your reservations for the class sessions via email at whitetigertaekwondo1@gmail.com

This letter will serve as an explanation of logistics for those who are unsure of our re-opening and whether it complies with New York State laws. Please read below for relevant Orders and Guidances, with relevant parts italicized for emphasis.
On March 7, 2020, Governor Andrew M. Cuomo issued Executive Order 202, declaring a state of emergency in response to COVID-19. Community transmission of COVID-19 has occurred throughout New York. To minimize further spread, social distancing of at least six feet must be maintained between individuals, where possible.
On March 20, 2020, Governor Cuomo issued Executive Order 202.6, directing all non-essential businesses to close in-office personnel functions. Essential businesses, as defined by ESD guidance, were not subject to the in-person restriction, but were, however, directed to comply with the guidance and directives for maintaining a clean and safe work environment issued by the DOH, and were directed to maintain social distancing measures to the extent possible.
For White Tiger Taekwondo, a business classified with the NAICS code 611620, designated for Sports and Recreation Instruction, the following applies (italicized for emphasis):
Your business is located in Nassau County, which is in Long Island region. Long Island is in Phase 4 of reopening.
Your business is currently permitted to operate with restrictions. Restrictions that are applicable to your industry are as follows:
Certain low-risk, outdoor recreation activities are currently permitted in your region at this time subject to the sports and recreation guidance at the link below. Beginning on July 6, 2020, it is anticipated that certain regions that reach or have surpassed Phase 3 of the State’s reopening will be permitted to conduct certain additional non-professional sports and recreation activities. Guidance on such activities is available at:
On June 26, 2020, New York State Department of Health issued an Interim Guidance for Sports and Recreation During the COVID-19 Public Health Emergency. The Guide is reachable at the following address:
The Guide lists activities and businesses that are allowed to re-open, effectively immediately as of June 26, 2020, as well as a variety of other activities that are categorized into three categories, depending on the level of risk inherent in each activity.
Under Higher risk sports and recreation activities, it states:
▪ Higher risk sports and recreation activities are characterized by:
• Least ability to maintain physical distance and/or be done individually;
• Least ability to: (1) avoid touching of shared equipment, (2) clean and disinfect equipment between uses by different individuals, or (3) not use shared equipment at all; and
• Examples of higher risk sports activities include:
o football,
o wrestling,
o ice hockey,
o rugby,
o basketball,
o contact lacrosse,
o volleyball,
o martial arts,
o competitive cheer & group dance, and
o other sports and recreation activities with similar abilities to maintain physical distance and/or limit exposure to shared equipment prior to such equipment being cleaned and disinfected.
The Guide further states:
• Effective immediately (June 26, 2020) and in accordance with this guidance, the abovementioned permitted statewide outdoor, low-risk recreational activities, as determined by ESD, may partake in all types of play, except competitive tournaments requiring travel.
• Effective July 6, 2020 in regions that have reached or surpassed Phase 3 of the State’s reopening and in accordance with this guidance, participants in lower and moderate risk sports and recreation activities may partake in all types of play, except competitive tournaments requiring travel. Participants in higher risk sports and recreation activities may only partake in individual or distanced group training and organized no/low-contact group training.
Since Nassau County has surpassed Phase 4 of the State’s reopening, Martial Arts, a higher risk sports and recreation activity, can resume individual or distanced group training and organized no/low-contact group training as of July 6, 2020.
We at White Tiger Taekwondo take this pandemic extremely seriously, and are taking every measure to ensure the health and safety of all of our students. Measures taken will be detailed in the follow-up letter for your convenience.

이번 코로나 19 바이러스로 인하여 태권도 도장이 3월 16일부터 3-4 개월 동안 문을 닫고 있습니다.
현재 코로나 19 바이러스 사태가 호전되어가는 상황이며, Nassau County가 Phase 4에 들어간 연유로, 곧 도장을 오픈 할 예정입니다.
6월 26일자 Guidance로 인해 쿠오모 뉴욕 주지사가 도장의 운영을 7월 6일부로 허가했으므로, 도장의 재개 후에는 코로나 19 사태 이전의 하루 6회 수업을 하루 8회 수업으로 확대시행 예정 중입니다. 이는 사회적 거리두기의 일환으로, 매 수업에 참여하는 학생 수를 10명 이하로 제한하여 소중한 학생들의 안전을 최우선화 하려 하는 조치입니다.
추후 상황에 따라 수업 인원수와 수업 스케줄은 변경될 수 있습니다.

태권도 도장 운영이 재개되면 저희 WHITE TIGER TAEKWONDO SCHOOL 에서는 코로나 19 바이러스 예방을
위해 모든 학생들의 발열 체크를 진행할 것이고, 학생들의 편의를 위해 손 세정제를 준비 하였습니다.
도장에 오는 모든 학생들은 마스크 착용을 꼭 해야 하며, 사회적 거리 두기로 인하여 학부모님들께서는 도장에 계실 수 없으므로 꼭 시간에 맞추어서 학생들을 Drop off 및 Pick up 해 주셔야 합니다.

Dear students and parents of White Tiger Taekwondo School;
This is Grand Master Woo.
Due to the pandemic following the Corona 19 virus outbreak, the Taekwondo School has been closed since March 16, for 3-4 months.
As the situation surrounding the virus has significantly improved and as Nassau County has entered Phase 4 of the re-opening as of July 8, 2020, we believe that it is prudent to prepare for the re-opening of the school.
As New York State announced by its Guidance dated June 26, 2020, that we can re-open the school as of July 6, 2020, we will be making a few changes to the current schedule following our opening date. To follow social distancing rules and to ensure the health and safety of our students and staff, we will be going from having six classes a day to having eight, limiting the number of students per lesson to ten. As the situation progresses, the class schedule and student limit is subject to change.
Mon, Tue, Wed, Thu classes will be group lessons, and Fridays will be for private lessons.
To ensure the student limit per class is not exceeded, reservations for all classes must be made in advance via email, at whitetigertaekwondo1@gmail.com
WHITE TIGER TAEKWONDO SCHOOL has prepared thermometers and hand sanitizers for all students to use once we are able to re-open. All students who attend the school must wear face masks. Please be aware that due to social distancing protocols, parents will not be allowed to wait inside the school for pick-ups and drop-offs. Please make sure that the students are picked up and dropped off on time.
There is an air purifier in the school running 24 hours a day, and the Grand Master, Master, instructor and Staff will wear full face masks and disposable gloves daily. The premises are thoroughly cleaned every day, and we will ventilate the school after every class to ensure the health and safety of our students.
In-class aerobic exercises and self-defense with personal contact will be limited to make sure that no one gets sick. Instead, we will be focusing mainly on Taekwondo classes, anaerobic exercises, and basic skills, such as practicing Taegeuk forms, perfecting different kicks, and fixing postures. Through these, we hope to strengthen the students’ perseverance, flexibility, concentration, manners, self confidence and self control.
